cOVID-19 & ONLINE/vIRTUAL RAFFLES
Butler County has been kind enough to provide us with the following summary of their discussion with the pennsylvania state police - liquor control enforcement division - the governing body of the small games of chance act
 
​***The use of credit cards to purchase raffle tickets, both online and in person, is absolutely prohibited.  Out-of-state ticket sales may be in violation of other states’ laws.***
 
ACTIONS NEEDED 
Organizations conducting a virtual raffle must demonstrate that they exercised due diligence to abide by the existing PA SGOC Laws.  Below are the actions an organization must take with any virtual raffle being held.
 
Advertising disclosures in print and online
Cannot accept any ticket purchases tied to a credit card which violates the Small Games of Chance Act.
Tickets may be purchased via online payment such as PayPal or Venmo, as long as they are tied to a checking account and not a credit card.
No one under the age of 18 may purchase a ticket.
 
Conducting the Virtual Raffle
The organization may provide a livestream link for the drawing, but must also afford the opportunity for the public to attend in person if ticket purchaser wishes.
A physical raffle ticket meeting all printing requirements must be utilized.  
The detachable stub must be completed and retained by the eligible organization.   
The ticket itself should be mailed to the purchaser -OR- If the purchaser agrees, the raffle ticket may be scanned and emailed to the purchaser prior to the raffle.

Small Games of Chance Application  -  **Updated as of 8/2018**

 
*By submitting an application to the Berks County Treasurer’s Office, I understand that the information contained in the application will be subject to public access and voluntarily waive any privacy rights I may have in this information.​*


Fees:

Small Games of Chance - Annual       $125      License is valid for one (1) year from the date of
                                                                           issuance, and has a $2,000.00 prize limit.  An 
                                                                           eligible organization must have an owned or leased
                                                                           premises to qualify for this type of license. 
                                                                           Fill out form REV-1752 to apply.

Small Games of Chance - Monthly       $25       License is valid for 30 consecutive days, allowing a
                                                                           span of time to sell tickets and end on the day of the
                                                                           event or drawing.  There is a prize limit of $2,000.00.
                                                                           Monthly licenses cannot overlap; however, an eligible
                                                                           organization can obtain more than one per year.

Special Raffle Permit                            $25       Any current holder of an annual or monthly license 
                                                                           that intends to award an individual prize of more than
                                                                           $2,000.00 must obtain a Special Permit, which is only
                                                                           valid for a one-time raffle.
